In this first verse it's talking about race and how discrimination is tearing every country apart and is causing wars within there country even if it's not so big.
That until there no longer
First class and second class citizens of any nation
Until the colour of a man's skin
Is of no more significance than the colour of his eyes -

That until the basic human rights
Are equally guaranteed to all,
Without regard to race -
Dis a war.
In these it's pretty much saying "Don't look at a man by his skin color, look at them by the eyes because they are a man too." So trying to pretty much stomp out how white and blacks look at each other, so differently but together we're man kind. Also that we should have peace with one another that we as one are powerful.

Rule of international morality
Will remain in but a fleeting illusion to be pursued,
But never attained -
Now everywhere is war - war.
In this it's saying until the day that we may have peace among all people no matter the color of their skin there will be war. Not battle type war but racial war. That everyday in every country imaginable there will be battles for who is the superior race. Weather it's white or black it will constantly be us fighting like we're kids saying I'm better then you.

that hold our brothers in Angola,
In Mozambique,
South Africa
Sub-human bondage
Have been toppled,
Utterly destroyed -
